Richard was asked by the Raleigh City Attorney in 2003 to form and chair a committee of private attorneys to assist the City Attorney in the drafting of City form documents designed to ensure that homeowners' association documents comply with the Raleigh City Code and the North Carolina Planned Community Act and to assist the City Attorney in the drafting City form storm water management documents used by developers of residential and commercial real estate.
Richard has also worked with the Durham City Attorney in the drafting of the City's form Stormwater Agreement used by developers of residential and commercial real estate.
